Imperial China 20 Cash Dragon Coin 1906? Weak Strike

This is a 20 cash coin from China featuring an imperial dragon on the obverse. While the coin has wear and tarnish, the dragon still has a lot of detail on the high relief, but all the lettering around the edge is light to missing, so this appears to be a weak strike or a thin planchet. The design looks like 1906 or 1907.
